Boer met tegenzin de grens over

Voor Nederlandse boeren die de milieuwetten, de melkquota en te hoge grondprijzen beu zijn, is er momenteel in Zwolle de Emigraria 2003.
Het wordt ons onmogelijk gemaakt om te bestaan, zegt ex-boer Wim Regelink. Dochter en schoonzoon wilden zijn boerenbedrijf in de Achterhoek overnemen, maar besloten onlangs hun geluk te beproeven in Duitsland. Ik heb de indruk dat het goed gaat, agrarisch en sociaal, vertelt hij woensdag op de beurs Emigraria 2003 in de Zwolse IJsselhallen.
Daar is ook Ineke Borgman. Zij vertrok vijftien jaar geleden al met haar man naar Duitsland. Nu begeleidt zij Nederlanders die naar het buurland willen emigreren. Wij pachten een melkveehouderij omdat we te weinig eigen vermogen hadden om te kopen, vertelt Borgman. In Nederland is ook pachten te duur. Ik ging met enige tegenzin naar Duitsland, maar ben nu blij omdat mijn man zijn vak daar naar behoren kan uitoefenen.
Veel Nederlanders uit Nederland vertrekken naar Duitsland. Lekker dichtbij en de kosten van quotum en grond zijn er zo’n 50 procent lager. Buiten Europa is Canada, met een half miljoen Nederlanders, het meest in trek vanwege de lage belastingdruk en zeeën van ruimte. Vooral de dure melkquota, de strenge milieuregels en de beperkte mogelijkheden om uit te breiden jagen Nederlandse agrariërs over de grens.
Frits Bennink van Interfarms Emigratieservice, meent dat er in 2002 een daling is opgetreden in het aantal boeren dat emigreerde. Ze willen wel weg, maar vinden geen kopers voor hun bedrijf in Nederland. Of ze krijgen er minder geld voor dan ze aanvankelijk berekend hadden. Dan wachten ze liever tot de grondprijs weer omhoog gaat.
Ook merkt hij dat het Oostblok steeds meer geïnteresseerden krijgt. Voor elk land dat wij promoten organiseren we jaarlijks een studiereis. Maar de interesse voor Tsjechië is zo groot dat we daarvoor een tweede studiereis moesten inlassen.
Jeroen Wind (21) is net afgestudeerd aan de Christelijke Agrarische Hogeschool in Dronten. Hij wil binnen vijf jaar weg uit Nederland, het liefst naar het Oostblok. Als starter kun je daar nu nog van de soepele regels en de lage prijzen profiteren. Als ze tot de EU toetreden wordt dat anders. Nederland is te duur. Als je boerenzoon bent kun je het bedrijf van je ouders nog overnemen, maar anders is het niet te doen. Dat kost miljoenen. In Roemenië zijn de subsidies aantrekkelijker, is het makkelijker om te investeren en de grond gewoon veel goedkoper.
Borgman ziet voor veel boeren ook geen andere oplossing dan emigreren. In Nederlands staan ze constant onder druk. Om het minste of geringste worden ze beboet. Boeren voelen zich in Nederland ondergewaardeerd.
Jos Hofsteenge (21) is boerenzoon en heeft de liefde voor het vak met de paplepel ingegoten gekregen. Boeren klagen niet alleen maar, hoor. Het boerenleven is prachtig. Met geen pen te beschrijven. Je werkt met dieren en de natuur, hartstikke mooi gewoon.
Farmers going abroad reluctantly

For Dutch farmers fed up with the environmental laws, milk quotas and over-priced land, there is Emigraria 2003 in Zwolle at the moment.
It is getting impossible for us to make a living, says ex-farmer Wim Regelink. Daughter and son-in-law wanted to take over his farming-operation in the Achterhoek but have recently decided to try their luck in Germany. I have a feeling that it is going well, from the agricultural and social point of view, he says at the Emigraria 2003 fair in the Zwolle IJsselhallen on Wednesday.
Ineke Borgman is also there. She and her husband left for Germany as long as fifteen years ago. Now she supervises Dutch people who wish to emigrate to their neighboring country. We lease a dairy farm because we had too little private capital to buy one, says Borgman. Also, in the Netherlands, leasing is too expensive. I went to Germany somewhat reluctantly, but I am happy now because my husband is able to do his work there properly.
Many dairy farmers from the Netherlands leave for Germany. Conveniently nearby, the costs of quota and land are about 50 per cent lower there. Outside Europe, it is Canada, with half a million of Dutch people, that has the highest popularity due to its low tax burden and vast expanses. It is mainly the expensive milk quotas, the strict environmental regulations and the limited opportunity for expansion that drive Dutch farmers across the border.
Frits Bennink of Interfarms Emigratie Service thinks a decline in the number of farmers wanting to emigrate set in in 2002. They actually wanted to leave but cannot find buyers for their operation in the Netherlands. Or they get less money for it than they had originally calculated. So, they had rather wait until prices of land go up again.
He also finds that there are more and more people interested in the Eastern bloc. For each country we promote, we organize an annual study trip. Yet, the interest in the Czech Republic is so great that we had to add a second study trip for it.
Jeroen Wind (aged 21) has just graduated from the Protestant Agricultural College for Higher Education in Dronten. He wants to leave the Netherlands within five years, preferably to the Eastern bloc. Starters can now still benefit from the lenient regulations and low prices there. When these countries join the EU, everything will be different. The Netherlands is too expensive. If you are a farmer’s son, you may still be able to take over your parents’ farm, but you cannot do it any other way. It costs millions. In Romania, subsidies are more attractive, making investments is easier, and the land is simply much cheaper.
For many farmers, Borgman can see no other solution than emigration. In the Netherlands, they are under constant pressure. They get fined at the slightest excuse. Farmers feel undervalued in the Netherlands.
Jos Hofsteenge (aged 21) is a farmer’s son and he was brought up with a love for the trade. Mind you, farmers are not merely complaining. A farmer’s life is wonderful. It defies description. You can work with animals and nature, it is simply out of this world.
